The Delhi Metro covers all major markets and office complexes in the city and its satellite towns of Noida and Gurgaon and currently has over 125km of lines but will eventually have 256.5 miles of lines. The Delhi Metro Rail Corporation was formed in 1995 includes in its aims the discouragement of the use of private modes of transport and he encouragement of public transport once the level of traffic along any travel corridor in one direction exceeds 20,000 people per hour. Construction of the Delhi Metro began in 1998 because of the economic costs of congestion. The details of Phases I-IV of construction are outlined. Thirty per cent of the total investment for Phases i and ii has been raised through equity capital with central government and Delhi contributing equal shares, and around 60% raised as either long-term or subordinate debt through soft loans from the Japan Bank for International Cooperation. The balance comes from operations and property development,. A recent study has attributed the Delhi Metro with reducing carbon dioxide emissions by 28,000 tonnes per year and preventing more than 700 fatal road accidents. to increase ridership, the Metro is also now running feeder buses to its stations
