Abstract
Measures to speed up the administration of the planning and the construction of the Delhi metro are described. The total cost of phase one is estimated at Rs100 billion, 38% funded by the Indian and Delhi governments, 56% from a Japanese government loan and the remaining 6% from property development. The metro is expected to pay off its finance and be profitable. Initial headway will be three minutes and a capacity of 60-75 thousand passengers per hour in each direction has been planned for.
