Abstract
Presents background information on road pricing and the Hong Kong Electronic Road Pricing (ERP) project. Describes the Data Capture and Validation System, which forms the heart of the Hong Kong Pilot State project. The essence of the system is the automatic collection and analysis of data identifying the electronic number plates (ENPs) of vehicles crossing toll sites. One of the many secondary benefits of a full ERP system is the enormous scope it offers for the automatic collection and analysis of data on traffic characteristics, both historic information and real time information to provide current reports on congestion. The last section of this paper discusses this potential.
