INSTITUTIONAL ISSUES IN THE HAMPTON ROADS, VIRGINIA AREA

This paper addresses some of the institutional issues that were met and overcome in the process of introducing Intelligent Vehicle Highway Systems (IVHS) technologies in the Hampton Roads metropolitan region of the Commonwealth of Virginia. The project is part of a regional congestion management system, funded through the IVHS Early Deployment Program of the 1991 Intermodal Surface Transportation Efficiency Act (ISTEA). The lessons learned between the interplay of local government agencies, the Metropolitan Planning Organization, the State Department of Transportation and the Federal Highway Administration, can be used by other localities, when looking towards the deployment of IVHS technologies to existing or future traffic control and management systems.
