Institutional and jurisdictional issues for IVHS implementation

Summary form only given. TRANSCOM is a government consortium of 15 major highway, transit and police agencies in metropolitan New York, New Jersey and Connecticut. Most major corridors in TRANSCOM's service area involve a number of jurisdictions. Many of the barriers to multi-agency implementation of intelligent vehicle highway system (IVHS) were overcome by the TRANSCOM agencies through ongoing cooperation in areas other than IVHS, such as construction coordination. Through this program, construction managers viewed their projects not just in an agency context, but in a regional context as well. When faced with the procurement, legal design and operational issues involved in implementing a multi-agency IVHS project, the participating agencies had already developed a willingness to work cooperatively.
