Abstract
There are differences between the implementation of foreign pension insurance system and China, most of foreign countries have been implementing pension insurance system regardless of urban and rural areas, only very few countries have specially established pension insurance system for rural residents, and the difference between urban and rural areas is small, therefore, there are less relevant studies about the pension insurance system for rural residents, however, the pension insurance system regardless of urban and rural areas also shows to some extent the general rule of pension insurance. Although there is no research on the development of public pension systems in foreign countries, there is not much research on the non-contributory pension model and its financial responsibility, which has the basic characteristics of urban and rural residential insurance. The research results on the financial sustainability of the public pension system and the impact of pension expenditure on the sustainability of public finance are of great relevance to the research, development and improvement of urban and rural residential insurance in China.
