The Present Situation and Future of Hainan Province with Information Technology Promoting the Balanced Development of Compulsory Education

Affected by the dual structure of urban and rural areas for a long time, the development of compulsory education in China is unbalanced in regions, urban and rural areas and schools. In recent years, great progress has been made in the informatization and balanced development of compulsory education in Hainan. However, there is still a long way to go to achieve the goal of “city integration”, “international education island” and “Information Intelligence Island” in the free trade zone (port). Apart from the determinant of weak foundation and historical debt, the difference between the level of economic development and other reasons, the difficulties in implementing the financial investment guarantee mechanism of compulsory education in counties (cities and districts), the imperfect management mechanism of teachers, the outdated concept of educational informatization, and the poor mechanism of informatization promoting balanced development of education are all the causes of the problems. To this end, the following countermeasures can be put forward: Innovate concepts. Promote the informatization and balanced development of compulsory education with the goal of quality balance; Optimize allocation. Build a high-level application system of teaching resources with the goal of integration; Innovate mechanism.
