Abstract
A healthy civil society is the realistic basis of a good governance. From the view of social change,the development of China's civil society depends on certain thing,that is,the leading role of the government. At present,the government plays the role of an engineer in the construction of civil society. On one side,it should create good system for the development of the civil society; on the other side,it should take various actions to strengthen the independent development of the civil society.
