On Cultivation of Civil Society: New Dimension of Government's Capacity Construction

Civil society emphasizes social political participation,supervision and restriction of state power by citizens,and it also represents China's social development trend.Among many theories,we find out the growing of civil society should be included in the issue of constructing government's capacity.At present,cultivating civil society by Chinese government is both necessary and feasible.Firstly,the government should transform thinking mode and establish correct outlook on civil society;then speed up the government function transformation and provide growing space for civil society;thirdly develop non-profit organization and expand practical mechanism of civil society.
