Abstract

Legal supervision is one kind of rigid supervision,and its result is with strong effect.But its efficiency is low for strict procedure and high costs.Public opinion supervision is one kind of soft supervision,and reflects social problems immediately to maintain public interests.Public opinion supervision should be regulated by the law.It is good for supervising national staff to carry out duty legally.
