Aims: In future, the development of provincial university characterized by engineering needs to break away from the original traditional model, to implement the scientific development concept, to update the concept in time, and to make itself adapt to socialized production and local economic development. Methods and Results: They need to establish a correct view of quality and scientific development. From the strategic position, quality and development concept, the development strategy of the provincial university characterized by engineering was explored. Conclusion: The development of provincial university characterized by engineering must have a correct and scientific strategy, which is crucial for the development direction.
