Dilemma Analysis on Information Security Industry Policy

This paper analyzed how korean information security industry policy was involved in the policy dilemma. According to the result of cognitive map analysis to President Park"s information security industry policy, there was no policy dilemma to policy tools such as R&D, normalization of information security service, HRD, and revitalization of start-ups. However, when looking closely at the causality relationship between HRD and expansion of domestic market variables collectively, it is clear that the policy dilemma partly existed. HRD for information security has contributed to the expansion of domestic market for positive outcome, yet malfunction also existed, due to the drainage of security human resources and information leakage in the labor and employment market of information security industry. This study showed how to find the policy dilemma systematically and how to make index to analyze the policy dilemma quantitatively.
