Abstract

Comparison risk analysis fills a gap among eXlstmg methods concerning the analysis of the risk of occupational accidents (Kjellen, 1995). It is used during the design of new plants (and modifications) in order to predict the occupational accident-frequency rate for the plant during operation. Results are expressed as relative changes in the accident-frequency rate in relation to the experienced rate of a &s;reference plant&s; that has been in operation for some years. The method was originally developed to meet the Norwegian risk-analysis regulations for the offshore industry. They require oil companies to develop acceptance criteria for the risk of losses due to accidents and to prove that the criteria have been met through the use of risk analysis (Norwegian Petroleum Directorate, 1990).
