Abstract
The Gauss-Listing geopotential value (W0), which defines the best-fitting ellipsoidal surface to mean sea level (MSL), can be used to unify vertical datums for mapping agencies worldwide. This can be undertaken within geopotential space by constructing geodetic coordinates of MSL and utilising a high precision and resolution Earth gravitational model (GGM) and a measure of mean dynamic topography (MDT).
