Abstract
In the First years of the Republic of China,the democracy republican system′s failure stemmed from the weak democratic foundation,and HongXian monarchy′s failure from Chinese common persons′ lacking of the real democracy republican ideas.These two failures were not contradictory.At that time,China was neither a complete traditional society nor a complete modern society,but was a transitional society with the traditional and modern characteristic.Its modern characteristic could not make the democracy republican system success,while its traditional characteristic could not make the monarchy be restored successfully.In fact,at that time,transitional might rule politic model with two characteristics mentioned above should be implemented in China.
