Abstract

In the first years of the Republic of China, feudal autocracy was overthrown, but democracy failed to be set up because of the lack of democratic conditions. The whole society was out of norm. Only by carrying out transitional forceful domination with modern guidance can China gradually transit from feudal autocracy to democracy. Yuan Shikai carried out autocratic centralization and administration reform with modern guidance in political field and led to stability and unity in China. He encouraged development of capitalist industry and commerce and resulted in a golden age of the development of Chinese capitalism. I the aspect of education and culture, he encouraged the development of modern education and culture, and in the meantime, united ideology with traditional culture and brought about the development of education and culture to some degree. Yuan Shikai's domination before Hongxian Monarchy conformed to Chinese situation and therefore was rational.
