Abstract
The existence of rural surplus labor is the fundamental cause of the current insufficient demand in China, as well as a bottleneck to the agricultural productivity and modernization. Therefore,based on developing small cities and towns, China should speed up the process of urbanization so as to realize the transfer of rural surplus labor to non-agricultural industries and urban areas .In the course of agricultural modernization, the structure of industries in agriculture should be optimized, the third industry should be fully developed, thus providing a better foundation for the sustainable and stable development of the whole national economy.
