Establishment of Rural Land Resources Market-orientated Allocation Mechanism Under the State's Macro Adjustment

The purpose of this paper is to study the market-orientated allocation mechanism of rural land under the socialism market eco- nomic system,and to explore the preconditions for market-orientated allocation mechanism of the rural land resources.Furthermore,it puts forward the reform proposals on land acquisition and land rights transfer of collective-owned construction land.The property right theory and the institutional variance theory were employed in this paper,and it also analysis the issues of land resources allocation based on the charac- teristics of china's economy.The main conclusions are as follows:firstly,the conditions of land resources market-orientated allocation should be established in three aspects.Secondly,the scope of land expropriation should be limited to the land,which is used for public goods service that should be provided by the State.Meanwhile,the compensation should be paid reasonably according to the property right ac- quirement.Thirdly.it is not necessary to transfer the collective-owned construction land into state-own land and later transfer into other types.Besides,the effective profit allocation system should be established.
