Abstract

The key task of land use system reform of collective-owned land for construction is to ensure its entry into market by law. During the process of market allocation, the collective-owned land for construction may enter into market transaction as long as the land is acquired in accord with land use plan and laws as the State-owned urban land for construction does,The determination of ownership of collective-owned land is the basic premise to meet the demand of market allocation. And the key to a successful reform of land use system of collective-owned land for construction lies in rational allocation of land income according as the relationship among relevant ownerships and investors who increased the value of land.
