Abstract
Considering the unfavorable circulation status of land in rural area which blocks the unified development of the urban and rural area,the government should improve the land circulation system from two aspects,i.e.to build a system related to the land circulation,including establishing a market of land use right,developing land circulation agency,centralizing the use of agriculture subsidy and the system of taking insurance with land.At the same time,to guarantee the circulation of land and improve the unified development of urban and rural area to realize double benefits of the town government as well as the peasant labor entering the city,the government should make rules for its own activities.
