Abstract
Flood disaster occurred in Yong Zhou with high frequency and great severity, and varied greatly according to season and region.Based on the theory of regional natural disaster system, the disaster is caused by the integrated effects of its disaster-causing environment,hazard-formation factors, and fragile hazard-affected bodies. This paper put forward some suggestion on how to control water and soil losses to reduce disaster through ecological effects, how to strength the water conservancy project to improve the flood defense in the countryside, with an attempt to advance the countryside building to reduce the disaster in the countryside and perfect the administrative system to improve the ability to fight against natural disasters.
