The Procedural Error in Autonomous Enrollment of Colleges and Universities and Its Correction

Autonomous is an important measure to expand the autonomy in and deepen the reform of enrolment system of colleges and universities and also an exploration of the ways of selecting excellent innovative talents.But in the implementation of this policy,some problems have arisen such as uncertainty of the target,unfairness,lack of credit,and imperfectness of the evaluation system,which have made the policy away from its original goal.Based on the reflections on the problems in the procedures of the autonomous enrollment,this paper suggests that a correct view on education and talents should be formed,social and legal supervision strengthened,a joint examination and enrollment system established and an independent entrance examination committee set up so as to ensure the fairness,openness and impartiality of the enrollment.
