Abstract
By using market theory, the author analyses the market rules on which private universities depend for existence. The author then points to the impact and the four drawbacks in the country's enrollment system under planned economy on student enrollment of private universities under market economy. The conclusion that can be drawn from the analysis suggests that in student enrollment for private universities the government should only control the number of enrollment and the lowest marks for entrance in order to give private universities more autonomy in enrollment so as to gradually form an enrollment system which balances and promotes the government macro - control system and market adjustment.
