Establishing A Diverse Settlement of Administrative Disputes to Connect Litigation and Nonlitigation

There are the defects of lack of path,system disorder and mechanism breakup in the existing settlement of administrative disputes and the academic circle question the introduction of settlement of nonlitigation disputes.However,diverse modern administrative disputes determine that only a diverse settlement can meet the demands.Therefore,by improving the existing settlement of disputes,we should introduce reconciliation and mediation and focus on the prevention and settlement of disputes in the stage of administrative process so as to establish a diverse settlement of disputes to connect litigation and nonlitigation.Meanwhile,we should improve each detailed system design,esp.,legislation of reconciliation and mediation.
