Main Problem and Countermeasures for Process of Our Country's Small Town and Township and Reform in Development of Town and Township Enterprises

Small town construction should go hand in hand with the development of town and township enterprise reform. Small town construction is the foundation and carrier of the development of town and township enterprise reform. Town and township economy is also the mainstay of small towns. This paper integrates our country's real condition, makes a systematic and deep analysis of the problem existing in the process of small town construction and the development of town and township reforms. It also suggests some criteria for the small town construction and the development of town and township enterprise reform. For instance, the criteria of Four Modernizations, the choice of the Three Strategies and the integration of the two policies.
