Dominant and Cooperative Local Governance: New View on Harmonious Society

With the same philosophy base,local governance lays the foundation for the harmonious society construction.However the local governance has special meanings in China.There has been an unfavorable relationships between the central and local government over a long period of time,harmful and fierce competition among the local governments,an underdeveloped civil society and the third department,which dose harm to the harmonious society and leads to failure rather than success in the local governance.Our local governance needs to be perfected during the process of study,reflection and institutional transformation.By constructing the cooperative mode dominated by the local government,strengthening the cooperation of the central and local government,educating and winning support of the civil society and the third department,and regulating competitions with a correct order,it will not only provide powerful and sound suggestions but also point out the direction of building a harmonious society.
