On Improving the Legal System of Minimum Life Security in Countryside

The legal system of the countryside minimum life security in China has many problems such as the lower-level legislation,the imperfect legal system,the insufficient guarantee fund,the difficult implementation,the random guarantee,and the illegal phenomenon.Therefore,it is very important to establish a suitable legal system of countryside minimum life security.The legislative purpose of this system is aimed at helping the impoverished rural people solve their problems of food and clothing,ensuring that the security objects are clear and the security standards are dynamic and appropriate.The raising of the guarantee funds should be centered on the central government and provincial government and listed on the fiscal budget on the basis of reasonable sharing of governments at different levels.The aid may be cash,material objects and microfinance.The legal responsibilities of all security staff must be explicitly set within this law.
