Abstract

Based on the analysis of the present problems demanding prompt solution, the countermeasures to strengthen human resources management and development at colleges and universities are proposed as follows, to foster the conception of people-first, establish a perfect working mechanism, and set up a scientific and rational distribution system within a college or university.
