Abstract
With the development of economy and society and deepening of the management practice,traditional personal management at colleges and universities has exposed more and more disadvantages.To establish a scientific human resources management system has become an important approach to improve personnel management.This paper elaborates the importance and the basic ideas to establish a scientific model and methods of human resoureces management at colleges and universities.
