Abstract
Procedural justice is the reasonableness and legitimacy embodied in the course of the designing and operating of procedure,especially judicial procedure.Procedural justice has its own value independent of substantial justice.The author concludes that checking power with right by means of procedure is an inborn character of procedural justice,as well as a necessary channel for the realization of procedural justice.
