Abstract
Procedural justice and substantial justice are the two sides of the justice of the legal system. The procedural justice is the precondition of substantial justice and the normal promise of it. The substantial justice comprises lots of uncertain elements, whereas the procedural justice is characterized by independency and stability. The former is the supervisor to the latter. When a conflict exists between them, it should be correct to support the procedural justice.
