Abstract
As a legal concept, procedural justice refers that every legal decision shall be decided from due process. The due process demands that the specific subject shall act according to the legal provisions and authorizations. The criterion of procedural justice is that the procedural norms are strictly abided and evaluated by subjects. The procedural justice can be judged reference to the substantive justice. The material justice is the only choice.
