Abstract

China’s rural compulsory education lacks some fairness in the financial policy.Local responsibility and multi-level management of the educational finance system is the main leading cause of the regional difference.The compulsory education finance policy with rural and civic difference is the important leading cause of the rural and civic difference.Long-term practiced imbalanced development policy is the main resulting cause of the school-to-school difference.Lacking of inter-government money-transferring system is also an important resulting reason for the lack of rural compulsory education finance policy fairness.New compulsory education finance policy will forcibly push the fairness of the rural compulsory education finance policy forward.
