Fiscal Policy on Balanced Development in Rural Compulsory Education

B ackward in rural compulsory education has existed for a long time in China.One important reason is the inappropriate resource allocation of education between urban and rural areas,which is not enough to deveolp rural compulsory education.The dual educational structure puts influence on educational quality of Chinese people,social equity and harmonious development.After the rural tax-fee reform,past fees are cancelled and new fund is in shortage,so the educational gap between urban and rural areas tends to be more serious.The paper aims to work out countermeasures from the view of public finance to allocate fiscal education fund,improve rural compulsory education,and equalize urban and rural compulsory education.
