On the Independent Criminalizing of Traffic Accident Escaping

Abstract
According to Criminal Laws of 1979 and 1997,the traffic accident crime has been taken as criminal negligence of crime against public security.Based on Criminal Law of 1979,the 1997 one added two regulations about traffic accident and causing death in traffic accident escaping,which must be given aggravated punishments beyond traffic accident crime.As development of transportation,the traffic accident behaviors of intentional factors keep rising,which makes 1997 Criminal Law unable to deal with.In order to meet changes and new situations,it is necessary to have the traffic accident escaping convicted independent crime to tighten controls on transportation.
