Paths Inquiry on Construction of Shaanxi Province as a Scientific and Technological Innovation Provinces

The scientific and technological levels in western areas are generally in backwardness and have heavy responsibilities toward construction of scientific and technological innovation provinces.Based on the major technical statistics,this paper makes an objective evaluation of the current scientific and technological state in Shaanxi Province.The results show that the technical level in Shaanxi Province has improved significantly and been in good development shape.But there is still an obvious gap compared with well-developed provinces and some western provinces on key indexes.Many factors affect the level of technical progress in Shaanxi Province,such as technical investment,regional activity distribution of technology strength,high-tech industrialization and other factors.So we suggest that Shaanxi should choose feasible paths according to the significant constraints,such as constructing regional characteristic technological innovation system,stressing talents and funds of technological innovation,supporting high-tech industrialization development,changing government function and strengthening scientific popularization.
