Abstract
Some scholars think that in the 21st century,the focus of Chinese public policy has realized transformation from economic policy to social policy.More accurately,China is transforming towards the times of social policy.Although our social policy has been greatly developed,due to structure limit and dependence on approaches,we are facing with difficult situations such as lack of government responsibility,binary ruling of urban and rural areas,ruling fragmentation.The theory of social quality,taking harmonious society as theoretical view and value orientation,provides feasible comprehensive standards to measure social qualities,which is active reference for us to realize the transformation of social policy.
