Abstract
Within the macro policy context of building up a socialist harmonious society in China,this article explores the relationship between the building of a harmonious society and the changes of government functions from the perspective of social policy.It argues that the lack of social policy in China's market transition is the principal reason for the unharmonious society.In view of this,the strengthening of the role of social policy is essential for the building of a harmonious society in China.That is to say,the government should play a key role in the redistribution of social wealth and in the delivering of social welfare and services.For this purpose,the functions of our government should be altered in light of social policy.Therefore,a social policy approach is badly needed in the transformation of government functions.
