Abstract

The primary objective of development is to improve people's welfare.However,The traditional social policies neglect the social welfare's political prerequisite,ignoring the social policy of democratization,just only put the provision of welfare as its' objective,which is obvious contrary to the purpose of development.With the concept of scientific development proposed and the impact of taking freedom as the core of development theory,poverty reduction,social protection,to enhance survivability and combat social exclusive which have become a reasonable target of social policy.The problem-oriented and the development social policy put the coordinated and overall development as the goal,which have the possible to increase the ability of people and make the social policy become the important tool for people's overall development.,promoting the combination ofeconomic efficiency,social fairnessandpersonal freedomas well,and become the development direction of social policy in the future.
