Abstract

The decentralization of the power in the reform of the school system is an essential matter.Essentially,the academic power is of the first importance in the decentralization of the power and at the same time,the administrative power shall be set up.Academic power is a system.To control and exercise the academic power should not be the main subject but it should involve multiple subjects.
