Framework for Analyzing Industrial Conversion of Resource-Based Cities in China

Analyzes historically the cause of the industrial structure of the resource-based cities in China,and it is found that they were affected heavily by the previous national industrial policy due to the planned economic system. Restricted by both institutional structure and dated industrial technologies, the industrial structure of these cities has already been highly rigid. The way to optimize such an industrial structure is thus put forward, i.e., to integrate the resource-based industries, and their supply systems with high-tech and relevant industries in accordance to market mechanism with regional divition taken into account. There are two ways to withdraw from resource-based industries, i.e., increamental and inventory-keeping withdrawal. The selection and incubation modes of major rising industries are discussed, including substituting new industries for original ones, extending existing industrial chain and multi-component integration.
