Abstract

The responsibility of state and society is to reduce victims' pain procedural based on the procedural justice.It also is the requirement of public welfare.The economic base of state compensation has been provided by integrated development of economic society.The practice base has been set up by judicial exploration.The long term special compensation mechanism to criminal victims should be built up by special legislation,and the prosecution of crime should be enhanced at the same time.
