On the Criminal Victim's State Compensation System in the Detection Stage

Abstract
In the detection stage,as a result of the public security organs not solving the case or revoking the decision in the case,which leads to disruption of criminal proceedings,the criminal victims can not obtain the compensation through the normal proceedings and they are in a hopeless situation.It is urgent to establish the criminal victim's state compensation system in the detection stage.The establishment of criminal victim's state compensation system has theoretical basis and necessity.At present,on conditions that the public security organs revoke the case or do not solve the case within the statutory time limit,the criminal victim's compensation system in the detection stage can be established and must be regulated from the areas such as compensation object,compensation conditions,the sources and the amount of compensation,compensation procedures,compensation agencies and the state recovery.
