The Evolution of Mining Rights System in China——The Model of Change and the Orientation of Reform

Th paper points out that in minining activities,the changes of interests both government and enterprises,and mutual conflict of interests are the main reasons for the evolution of minining rights system.In respond to this,the paper offers some specific methods,these include: mining ownership must be clearly established;and the government behavuior should be standardized;restrictions of mining rights turnover should be relaxed;perfect mining rights market must be established so as to promote rational allocation and operation-efficient of mining rights;we must make further efforts on standardizing the system of mining taxes and administrative charges,balancing the interests between government and enterprises,as well as eliminating the discrimination on qualification certification of mining rights owners.
