Thoughts on the Reform of Mining Rights System in China

The paper points out that perfecting the system of mining rights is the important guarantee for protecting environment and rational utilization of resources.The paper first looks at some problems existed in the current mining rights system,and then focuses on some specific methods required for reforming.Reforms should include: well defining the goal and task of mining rights system reform,working at the mining rights system which is adapt to the principle of property rights,making efforts on the new evaluation standard for mineral resources reserves and scientific methods for mining rights evaluation,as well as the system on mining rights administration which is managed in grades according to different mineral deposits.
