Differentiation of Law Attribute on Mining Rights

Abstract

Mining rights belong to private rights in essence but with some elements of public rights once they are born.As for the nature of mining rights,there are some definitions.This paper thinks that mining rights are close to usufructuary rights in Real Rights,but they have their own features.Mining rights system is to transform mining resources into wealth in essence and then have a proper distribution.As long as we admit the property rights of mining rights,we can trigger the heart for wealth from mine owners and push mining development ahead in a better way.
