On Construction of Urban Natural Disaster Emergency Response System

Abstract

Urban natural disasters cause huge losses to cities. The paper defines the relevant concepts of natural disaster emergency response system, analyzes principles of construction, functions, composition and supporting conditions of the emergency response system, and designs steps of construction. The urban natural disaster emergency response system will play an important role in disaster prevention and mitigation,emergency management as well as reduction of losses of life and property for cities.
