The Emergency Response Capability of Government and Its Effect in Urban Disasters Preparedness and Disaster Mitigation

Population and economy are concentrated in cities. It decides that dealing with an emergency and disaster relief in urban area must be double-quick.Local government is the first response team in case of a disaster.In this work,the emergency response actions of local government are the decisive factor for whether the rescue and relief is successful or not.In this paper,the buildup of emergency response capability of government and its importance for disaster prevention and reduction in urban area are discussed.The government emergency response ability mainly includes the capabilities of emergency response,emergency command;emergency rescue,disaster information release and provision of emergency shelters.
