Study on Anti-poverty Measures for Poor Counties in Three Gorges Reservoir Area

The poverty in Three Gorges Reservoir Area,which is a multi-layered composite concept,is a historical category.From a historical point of view,it is not the construction of Three Gorges P Station that causes their poverty.However,the people of Three Gorges Reservoir Area have paid their most of the arable land where they depend upon for survival for the construction of Three Gorges Power Station,making their poor living conditions even worse poor living because of originally poor living environment of them.The state and Chongqing Municipal Government should increase the investment for the communication and other infrastructure,develop the industry and commerce,tourism and modern agriculture,change the mode of production,establish the ecological compensation mechanism,implement the large-scale ecological migrants,highlight the key financial support,optimize the rural economic structure in Three Gorges Reservoir Area,and solve effectively the problem of poverty,and effectively maintain the ecological safety of Three Gorges Reservoir Area.
