Abstract

The relations between city and countryside,workers and peasants have been adjusted twice since carrying out the policy of reforming and opening in China.The strategic decision has been made in the 5th Conference of the 16th Committee of CPC which is to obtain the balance progress between city and countryside, to build a completely fair society.In order to achieve this target,we must establish the citizenship and subject position for the farmers in market to provide them the legal protection who go to work in city.To constitute the legal system of the new countryside,we must incorporate multilateral strength to build the new legal phase in countryside.
